Delaware State Police have arrested Moises Espinoza-Saldivar of Selbyville, Delaware, for reckless endangering and other charges after a vehicular assault in Frankford. The incident occurred when Espinoza-Saldivar confronted his ex-wife and drove his van towards construction workers, injuring one. He was found to be impaired and is now in custody. The Delaware State Police apprehended Moises Espinoza-Saldivar, a 40-year-old resident of Selbyville, Delaware, following a serious vehicular assault in Frankford. The incident took place on November 11, 2023, at approximately 9:44 a.m. Troopers were dispatched to a residence on Cape Lane after receiving a report of a man being struck by a white work van.
Upon arrival, law enforcement officers promptly took Moises Espinoza-Saldivar, the van’s driver, into custody without any resistance. As the investigation unfolded, it was revealed that Espinoza-Saldivar had confronted his ex-wife after observing her engaged in conversation with construction workers outside her home.
During the confrontation, Espinoza-Saldivar angrily knocked a drink out of his ex-wife’s hands before storming back to his van. In a fit of rage, he then accelerated towards three construction workers who were standing near the deck. The workers attempted to evade the oncoming van, but tragically, one of them was struck and pinned against the deck.
The injured worker, a 44-year-old man, was swiftly airlifted to a nearby trauma hospital by Trooper 2 due to the severity of his injuries. Fortunately, no other individuals sustained harm in the incident. At the time of the assault, two children were present on the deck, and two additional children rushed outside upon hearing the commotion.
While taking Espinoza-Saldivar into custody, troopers detected signs of impairment and noticed the odor of alcohol on his breath. During a search incident to arrest, law enforcement discovered a small bottle of whiskey in Espinoza-Saldivar’s jacket pocket, further suggesting his intoxication.
Following his apprehension, Espinoza-Saldivar was arraigned at Justice of the Peace Court 3. He faced multiple charges, resulting in his placement at Sussex Correctional Institution with a bail set at $88,300 cash bond. Among the charges were Possession of a Deadly Weapon During the Commission of a Felony, four counts of Reckless Endangering First Degree, Vehicular Assault Second Degree, three counts of Endangering the Welfare of a Child, Driving a Vehicle Under the Influence, Driving While Revoked, and Offensive Touching.
