The man who was fatally shot by Escondido police after allegedly opening fire on officers at a mobile home park in a neighborhood south of Daley Ranch has been identified as 48-year-old Douglas Quinn of Indiana. Quinn, who was on parole, was involved in a shootout with the police officers, resulting in his death.
Police Officers Involved in the Shooting
The officers involved in the shooting have been identified as Anthony Lay and Michael Statti. Lay, a six-year employee of the Escondido Police Department, and Statti, who has been working as a patrol officer for one year, were the responding officers at the scene.
Details of the Incident
The incident began when the Escondido police received a report of a trespasser sleeping on the porch of a mobile home on East Valley Parkway. The police arrived at the scene and encountered Quinn, who had been seen pushing a motorcycle through the complex. During the interaction, the officers discovered that Quinn had a felony warrant for a parole violation in Indiana. As they attempted to detain him, Quinn started to run and reached into his waistband. It was at this point that he allegedly pulled out a gun and opened fire on the officers. In response, the officers returned fire, injuring Quinn. Despite being wounded, Quinn still pointed his gun at the officers, prompting one of them to fire additional rounds. Quinn was then provided first aid by the officers until paramedics arrived. He was subsequently taken to a hospital, where he was pronounced dead. Fortunately, no other injuries were reported.
Investigation and Potential Charges
The San Diego Police Department is conducting an investigation into the shooting, as part of a countywide agreement to prevent conflicts of interest. Once the investigation is completed, the county District Attorney’s Office will review the case to determine if any charges will be filed against the officers. Additionally, the Escondido Police Department will conduct an administrative investigation into the officers’ use of firearms.
