Authorities have identified the man who was fatally shot by Escondido police last week after allegedly opening fire on them in a mobile-home park south of Daley Ranch. The San Diego Police Department has released a news release stating that the man’s name is Douglas Quinn, a 48-year-old parolee from Indiana.
The department has also revealed the names of the officers involved in the shooting. Anthony Lay, a six-year employee, and Michael Statti, a patrol officer with one year of experience, were the officers at the scene.
It is important to note that the San Diego Police Department investigates police shootings from other departments under a countywide agreement to avoid conflicts of interest.
The events leading up to the fatal shootout began when Escondido police received a report of a trespasser resting in a sleeping bag on the porch of a residential trailer in the 2500 block of East Valley Parkway. The two Escondido officers arrived at the trailer park shortly after and spotted Quinn, stopping him for questioning.
During the interaction, Quinn allegedly attempted to flee while pulling out a gun and opening fire, pointing it across his body. In response, the patrol personnel shot him, causing him to fall to the ground.
The officers provided immediate first aid to Quinn before paramedics arrived. He was then transported to a hospital, where he was pronounced dead.
It is worth mentioning that the San Diego Police Department follows a countywide agreement to investigate police shootings from other departments, ensuring transparency and impartiality.
