A Hennepin County jury convicts man of first-degree criminal sexual conduct for rape in Dinkytown parking ramp
A Hennepin County jury has found Emmett Chuckie Dixon, a 31-year-old man from Edina, guilty of first-degree criminal sexual conduct for the rape of a woman in a Dinkytown parking ramp last year in September. This verdict comes after Dixon’s arrest on warrant and subsequent charges in April. Notably, Dixon is a registered predatory offender and was on probation for a third-degree criminal sexual conduct conviction in 2019 at the time of the attack.
Potential 30-year prison sentence for Dixon
Dixon’s sentencing is scheduled for December 4th, where he could face up to 30 years in prison. Prosecutors are seeking an aggravated sentence, considering the severity of the crime committed.
Judge Shereen Askalani presides over the trial
The trial took place in Judge Shereen Askalani’s courtroom, starting on October 30th and concluding on Tuesday with the jury’s guilty verdict for Dixon.
The victim’s harrowing account
According to the charges filed, the victim-survivor was in a state of distress and fear when she was discovered by Minneapolis police near the Kollege Klub bar in the early morning hours. A concerned passerby had stopped to assist her and immediately called 911.
The victim recounted that she had attended a party at a University of Minnesota fraternity with friends before proceeding to Dinkytown for pizza and spending time at a nearby friend’s apartment. She consumed alcohol and eventually became tired, prompting her friend to arrange an Uber ride for her.
However, upon the arrival of the Uber, the victim did not feel comfortable entering the vehicle alone. As a result, she decided to return to her friend’s apartment, using the call box and waiting for someone to let her in. It was during this time that a black sedan pulled up, and an unknown man, later identified as Dixon, began yelling at her to get into his car. She adamantly refused.
Ignoring her rejection, Dixon parked his car and approached the victim, forcefully insisting that she get into his vehicle. When she continued to refuse, he grabbed her arm and compelled her to accompany him to the parking ramp.
Tragically, the victim stated that Dixon raped her despite her desperate pleas for him to stop. He forced her down onto the concrete before eventually fleeing the scene in his car. Overwhelmed by the traumatic experience, she managed to stumble to the sidewalk and collapsed.
Surveillance footage and DNA evidence support the victim’s account
Video surveillance footage corroborated the victim’s description of the events. It showed Dixon, who was driving his wife’s black BMW sedan, circling the block and returning to the victim. Additionally, DNA testing confirmed Dixon’s involvement in the assault.
Attempts to reach Dixon’s public defender for comment were unsuccessful as of Wednesday morning.
