Juan Arvelo, a 21-year-old resident of Camp Hill, Ceniah Simmons, an 18-year-old resident of Steelton, and Krisshon Giles, a 17-year-old resident of Lemoyne, have all been charged with the shooting death of 26-year-old Richon Strain-Hankerson from Harrisburg. The incident occurred on July 24, 2023, at the intersection of South 20th Street and Zarker Street in Harrisburg. Officers were initially dispatched to the area in response to a report of shots fired. Shortly after, they were also called to the 2400 block of Market Street, just a few blocks away, where they discovered a red Mazda CX5 car that had been shot multiple times. Inside the car, they found Strain-Hankerson, who had suffered multiple gunshot wounds and was pronounced dead at the scene.
Further investigation revealed that the victim had just entered the car at the intersection of South 20th and Zarker Streets when he was shot. Video surveillance footage obtained from the scene showed a group of ten individuals walking south on North 20th Street towards the location of the shooting at around 9:43 p.m. Two minutes later, the same group crossed Market Street and proceeded onto South 20th Street, where the shooting took place.
The video footage also captured Strain-Hankerson walking west from the 2000 block of Zarker Street and approaching the stopped red Mazda at the corner of South 20th and Zarker Streets. At this point, the group of ten individuals scattered, positioning themselves on different sides of the vehicle. Four of them then fired gunshots towards Strain-Hankerson and the car he was entering. After the shots were fired, the car quickly fled the scene, and the group of ten, including the four shooters, ran in an eastbound direction.
Investigators received information from a witness who claimed that the group of ten individuals involved in the shooting had been together at a birthday party prior to the incident. One member of the group was identified and interviewed, confirming his presence at both the party and the shooting. He also identified Arvelo, Simmons, and Giles as being present at both locations.
The video footage obtained from the scene clearly showed Arvelo, Simmons, and Giles holding firearms and shooting towards Strain-Hankerson and the red Mazda. This evidence led to the three suspects being charged with murder, conspiracy to commit murder, and carrying a firearm without a license.
